"Changed plugs, cap, roter, wires, fuel filter, new fuel, boat wont get out of the hole 3000 rpm max. If its timming how do you adjust it. I know the ECM adjusts it but I also know you need to have it at a set point. Its not Knock Im not getting an alarm and the 99 7.4L MPI does not have an RPM limiting protection feature."

"Did it have the problem before you replaced that stuff? Was there a recent overheat event that may have damaged an exhaust shutter? Have you checked fuel pressure under load?

As far as timing, it should not have changed unless you moved the distributor, but to check it you have to place the engine in "Base Timing Mode". You can do that by jumping terminals "A" and "B" on the Data Link Connector (DLC)."
