Engine floods out

have a 1967 120hp merc 4 cly.

have a 1967 120hp merc 4 cly.carb floods engine when in ruff water and engine is shut off i have top of carb off and find that gas runs out cluster when carb is tip to side.is there a way to stop this.

" I had simaler problem looked at all things finally saw that if pluged the ideling jets will siphon gas, I cleaned the whole carb and exspecially the removable vent things cleaned with torch tip cleaner and blew out extremely good never flooded again, seen on computer under carbs that this siphon thing can occur when pluged up hope this helps "
