Old 470 wont run over 2000 rpms when its in gear

I have an older 1977 470. I bo

I have an older 1977 470. I bought it with a bad lower unit. I found a pre-alpha 160 lower unit for it. I installed it with no problems. The boat runs great until I put it in the water and have it in gear under a load. Then It wont go over 2000 rpms. Ive checked the compression on all the cylnders and there fine. I have a 19 pitch prop on it.; That was what they had on the old lower unit. Where should i start? It runs great 5000+ rpms untill I put it in the water. Does anyone have any ideas???????

Try running on a remote tank to the fuel pump.
