Bad idle on 1980 70hp evinrude

I hope someone can help. When

I hope someone can help. When I run the motor in the yard with the hose pipe supplying the water it will idle all day long but when i put it in the river it doesn't. Also when i do get it going and give it throttle it seems to like choke its self. Maybe its not linked but we have recently fitted a new gear box and problem seems to have started since then any help would be greatly appreciated.

water in fuel
blocked exhaust outlet in new lower unit??

"checked coil and spark good not running on 2 . Changing plugs tomorrow, no water in fuel. Got service last year and got new rectifer about 3 months ago. Could it be needing the carbs rejetted or that the timing could have moved your help is appriciatedthanks"

if u have no spark on one or more cyl's,the usual cause,is a bad power pack,..if u have no fire,that would be at least ..one..of your prob's."
