Timing question Mike please assist

Hi
Boat finally in the water.

Hi
Boat finally in the water...puhhh.
BUT when taking it on it first run with the new 5.7L engine (Vortec 5.7L)it didn't really respond as it should.
So my question is. When looking backwards at the engine should the timing 8 degrees BTDC be matching 11am or 1pm? The harmonic balance weight is equipped with a sticker and I only have an index pin on the engine.
