I noticed today while working

I noticed today while working on my 4hp 1991 Evinrude Motor that the brass fitting that the Needle valve goes into is missing. I guess its called the needle valve seat? Correct me if Im wrong here guys. But I definately think this is whats causing my problems with stalling out at higher RPM's. Also correct me if im wrong.

But I would like to know if that valve seat is included in a carb rebuilt kit or if I need to specifically order that piece seperately. Any insight you guys can give me would be greatly appreciated. Thanks
 
That'll make it flood out

That'll make it flood out alright. The complete needle valve setup comes with the kit.
