the engine sounds like it is not getting gas is there a shut off valve for the gas in the winterization process.

"What kind of boat, who winterized it, did you check the fuel sender in case the tank is actually empty?

Remove the flame arrestor and pump the throttle and look for fuel spraying into the carb. If it is and you have been pumping it when you try to start, it's flooded. Go WOT (wide open throttle) while you crank it and if/when it catches, bring it back to idle. I use an empty mustard bottle to squirt some gas into the carb or throttle body when I have a fuel issue and don't think it's getting gas.

If you have been trying to start it for a long time and gas is getting into the carb, you'll need to change the oil, since there's probably a bunch of gas in it.

Is the lanyard on the safety switch or is the switch turned off? Check this out."
