"I'm currently running a composite 14x19 prop in my 19 ft. Bayliner (aq125a) and with minimal weight in the boat, I'm running 4000 rpm @ WOT where as I should be running about 4400-4500 rpm (4800 rpm) max. I have an aluminum 14x19 that gets me somewhere around 4200 rpm but still out of range. So obviously I'm running too tall of a prop so what are my options to get into the optimal RPM range?"
 
You will increase your engine

You will increase your engine WOT in 400-500 RPM for every 2" you go down in pitch. This means that with a 14 x 17" aluminum prop you should get approximately 4500-4700 RPM in your engine at WOT. A prop shop should be able to remove a couple of inches pitch from your current prop if it has not been re-pitched before.
