I'm trying to change the w

I'm trying to change the water impeller on my 6 HP but cant get the lower case to drop off. I removed the 4 bolts and tried the shifter in every position but the shift rod seems to be holding things up. Any suggestions?
 
Found out there was a clamp on

Found out there was a clamp on the shift rod that I didn't see because I had the motor mounted on a barrel and the clamp was on the front of the stem.
