ICM Bad cranks but doesnbt start 50 2bbl

"HAVE 2000 5.0 2BBL W/THUNDERB

"HAVE 2000 5.0 2BBL W/THUNDERBOLT V ignition
the engine cranks but will not start sprayed starting fluid into carb but nothing.checked for spark from high tension lead from coil- no spark
checked + terminal on coil and got power disconnected white/red lead(billet) from distributor to icm and tested for power comming from ICM (as per shop manual) but line was dead. Is this a bad ICM ?, is there a test aside from the one i did to test the ICM also noticed that the fuel pump seems to run for few seconds after i attempt starting and return key to "run" position - is this a clue or normal?"

the back of the tach is really hard to get to i can look up under the dash and it looks clean is there a way to check tach wire at engine i read somewhere to diconnect tach @ coil can i just temporarily remove the tach wire from circuit ?
