hey I have a 1983 898 merc. 19

hey I have a 1983 898 merc. 198hp and it seems to idol and rev up good in neutral but when under way it wont make enough power to get onto plain. Any help would be great thanks!

2 cylinder

3 full tune-up
4 wrong gear ratio in the drive
5 wrong prop
 
But the engine sounds great at

But the engine sounds great at idol. I was thinking it could be the carb high speed jet clogged or something like that but I hope its not 1 or 2

"I just changed the rotor, distributor cap and wires. Im on my way to clean the carb now so i will let you know if i makes a difference.
