My Tohatsu 25 is showing about

My Tohatsu 25 is showing about 16 volts at the batterys when the engine is running at an edle.The batterys are fully charged. Is this to many volts out put? THANKS
 
I have a master switch on one

I have a master switch on one battery conected to the hot side and it was turned off. But I will try what you said. Thanks With the battery isolated what should the voltage be?
