"I was just getting my boat ready and noticed the 18' hose comming off the PCV valve was not connected to anything, just open on the end.
Is this correct, or should it be connected somewhere?"

It probably should be attached to the Flame Arrester....."
 
It belongs on the vacuum tube

It belongs on the vacuum tube located on the rear of the Carb. near the base...good luck
