What I understand is the battery charger/converter is used in RV's to charge the batteries, as well the converter supplies 12V to the home for lights stereo etc when it plugged into an outside AC voltage.
The battery charger alone is self explanatory.

"Joe, In theory, there is no difference. They both convert 120V to 12V. There is, in reality, a big difference. The converter/charger has filters in it which reduce electrical interference which would be picked up by a TV or stereo.

They normally also have separate charging legs to accommodate several battery banks without connecting them all together to charge them.

Although you can save some money with a charger only, you will regret it.

Hope this helps.
