What is the max operating RPM

What is the max operating RPM for this size motor. I'm only getting 4700 and the speed seems slow 53-56.

"Last year it ran fine, got around 72-74 MPH, I put a Hot foote on it last week and tried it out. Seems like the throttle is going all the way to the stop, and it idles just fine, just no top end speed.
