1999 3.0 I/O boat sits in wate

1999 3.0 I/O boat sits in water at marina. I have an oil trail from lower unit on water. Is this an easy fix? maybe a seal or gasket? oil was milky last change so I used synthetic to refill. Also resivore gets low. Will I see the problem when I change the water pump or will I have to go deeper?

"need to reseal NOW. if you are inclined to do it yourself, buy a manual. you will see the need when you change the pump, but you will need to go deeper. wether you do it yourself, or take it to a shop, don't put it off as you will have junk."
 
I'm pretty mechanical but

I'm pretty mechanical but not never on a boat. Is this a do it your selfer? Also it shifts into reverse very smooth but on forward you have to rev it up then a big clunk of course. I read other post about a shift spool? is this in the same area I'll be working? Again do it your selfer? Will I have to do adjustments after replacing or does this sound like just an adjustment is needed?
