"My 1974 15hp Evinrude runs best with the choke out about 1/4 of the way. I guess the outboard is running too rich. These's a a lean/rich dial, but adjusting it only makes things worse & stall. Took the carb off...It's clean inside, so I wouldn't think a rebuild is needed. Any suggestions on what to do next?"

"its running..lean--for some reason....poss junk in idle orifices..clean carb very well..try adjusting low spd needle to the left about 1/4 turn at a time,and see if that helps.."
 
had same problem with 69 40 hp

had same problem with 69 40 hp check points / condenser . poor spark could be the problem
