They usually have a tube from the bottom carb to one of those ports, so that you can open the drain on the carb and have the fuel run out through the port. This is so that you can empty the bottom float chamber and flush it out. I guess debris is supposed to accumulate in the lower float chamber and not the others. Go figure!
