Volvo Penta aq 280 does not stay down in reverse

I have a 1980 bayliner twin Vo

I have a 1980 bayliner twin Volvo penta aq 280 out drives with Chevy 350's for power. when I put the boat in reverse the out drive pops up. is this a problem with the hydraulic tilt or something else please let me know if i will have to haul out or not to fix this problem

"That's an adjustment of the linkage problem--common with 280 drives. Actually, that's the best design out there for that horrid time when you run over something. Chop the power and the lower unit tilts right up, unlike the others that are held down by hydraulic cylinders.
