I had two 671 N's rebuilt

I had two 671 N's rebuilt last summer. One engine discharges about one to two tablespoons of oil for every couple of hours of run time from the governer breather tube. The other one is fine with about two drops of oil for two hours of run time.
I installed a new vented rocker arm cover in place of the existing non vented cover hoping this would solve the problem. It did not solve the problem. I am now considering blocking the governer breather tube since the rocker cover is now vented and thus forcing the oil to drain down the forward drain hole to the pan. I could not find any blockage in the rear drain hole.

Comments or suggestions? Has anyone run into this before?
