"Honda BF 9.9 Mikuni Carb question; It has one adjustable jet, is this for idle or full power? Is there a recommended setting from fully closed?"
 
The adjustable screw is for id

The adjustable screw is for idle speed. The idle air mixture screw on the newer style Honda's can only be turned 1/2 turn (they have a limiter cap on the screw to prevent people from tampering with the idle mixture per EPA requirements).
